China has rolled out a plan for the control of HIV transmission in a bid to address the key and difficult problems in HIV prevention, curb the rise of HIV transmission and keep HIV/AIDS prevalence in the country at a low level.

The plan spanning from 2019 to 2022, made by the National Health Commission, the Publicity Department of the Communist Party of China Central Committee and eight other government departments, proposes 16 measurable goals and six programs centered on the goals.

The goals include raising awareness of HIV prevention and control and educating people to avoid unsafe sexual behavior, detecting and treating as many HIV infection cases as possible and curbing the rise of HIV transmission through sexual behavior.

In order to eliminate mother-to-child HIV transmission, the plan urges its rate to be lowered to no more than 4 percent through better guidance for HIV-infected women of childbearing age.

Women with HIV should be taken into the high-risk pregnant women management system as soon as they are found to be pregnant, according to the plan.

It encourages all regions to carry out testing consultation in pre-marital medical examinations and pre-pregnancy eugenics health examinations.

HIV screening should be carried out when pregnant women receive health care and upon childbirth, and the infection status of pregnant women who are found to be positive through testing should be determined as soon as possible and such women should be categorized as high-risk pregnant women as soon as possible, it says.

The antiviral treatment of HIV infection in pregnant women and their infants will be standardized and increased efforts will be made to detect the viral load in pregnant women with HIV infection, leading to early diagnosis and follow-up regular visits with exposed children.

The plan also requires prevention of mother to child transmission of HIV to be improved, and local governments to formulate work flow charts to prevent that transmission in their respective jurisdictions, and to clarify the responsible units and persons.

In addition, medical and health institutions should optimize the HIV testing process for pregnant women and children, and establish a green channel for testing for pregnant women.

The plan includes that information collection and management on the prevention of mother to child transmission of HIV should be improved for better analysis and utilization of information.
